The Home Electrification and Appliance Rebate [HEAR] Program is a State initiative funded Federally in 2022 that gives low-to-moderate-income households discounts of up to $14,000 to upgrade to high-efficiency electric appliances.
🔴 September 1, 2026 HEAR Update:
-The Federal High-Efficiency Electric Home Rebate (HEAR) program, has officially restarted, bringing $8.8 billion back to State energy programs.
-The program is renamed High-Efficiency Electric Home Rebates” (HEEHR).
-Expect many more States to launch their HEAR/HEEHR program in the near future.
-The guidelines have now been updated to explicitly promote electric efficiency upgrades. Check carefully if your State HEAR/HEEHR program specifically allows Heat Pump Water Heater conversions from electric water heaters, gas water heaters or both.

2. Eligibility is Income-Based
The program is designed for households earning less than 150% of the Area Median Income (AMI).
Low Income (<80% AMI): The rebate covers 100% of the cost (up to the caps above).
Moderate Income (80%–150% AMI): The rebate covers 50% of the cost (up to the caps above).
3. Point-of-Sale Convenience
You simply apply on the State energy portal (listed below) and get your State voucher. 1/ Some programs allow Heat Pump Water Heater purchases at retail: instant discount (select retailers) or post purchase rebate. 2/ Professional installation: The contractor deducts the amount of your voucher directly from your quote and invoice.
